Overlay districts and the map layer you did not pull

Lesson 4 of 6 · Buy the classification

1 · Learn the move · Cognitive verifier

The base district is the layer everyone reads. The overlays are where land deals break: a flood hazard overlay that moves the building area, a corridor overlay with its own setbacks and design review, a watershed overlay that removes uses the base table allows. They live on separate map layers, and an overlay you did not pull does not arrive as a warning. It arrives as silence, and the model reads silence as clear. The cognitive verifier forces the gap into view. Before it says anything about the parcel, the model restates which layers you actually gave it, then lists every overlay the ordinance text itself names, then marks each one CHECKED or NOT PULLED. Only then does it read what the checked overlays do to your use, and it re-scans its own answer for anything that leaned on a layer it never saw. An overlay it cannot see is never cleared. Where a line runs near the parcel, the surveyor places it and the planner confirms which rules apply.

Before answering: (1) restate which map layers I gave you and which I did not; (2) list every overlay district the ordinance text names; (3) mark each CHECKED or NOT PULLED. Then, for CHECKED overlays only, quote what each does to my use. A NOT PULLED overlay is never described as not applying. Re-scan your answer before you send it. 2 · Your turn. You write the prompt

You are about to make your deposit non-refundable on 6.2 acres along a state route in Tollan County, bought for a small flex storage building. Your file has the base zoning map clip and the parcel card. The ordinance's overlay article names four overlays. You pulled one of them. Write the prompt that makes the model admit what it cannot see before it says the use works.

Write the prompt for this scenario as given, or swap in a real one from your own work. The score works the same either way.

Remember: the AI sees only your prompt, not this page. If the situation isn't in your prompt, it doesn't exist.

Optional. These shape the output when you run your prompt below, not your score.
